Jesus repeats these same words in the next verse and again in John 20:26. Notice in all the words that Jesus speaks in John after his resurrection, there is a great number of repeated phrases. There is no "be" in the Greek, but it is implied by the "peace", being in the form of a subject without a verb. By "peace", Jesus seems to mean tranquility, not wanting his apostles to be upset.
